This is because water pressure builds up around the foundation evenly, and a partial system does not relieve this pressure, meaning cracks and leaks can still form in untreated sections. This homeowner does not care if the basement leaks on the untreated sides because their basement isn't finished, and they know they could have us back out in a jiffy to complete the system once/if that day comes.
